Meanwhile, members of Zanzibar's House of Representatives are also calling for such a fund. <br /><br />Civil Society bodies in Tanzania made a concerted, unusually bold and well argued case against the fund. I believe they are now considering a court case challenging the fund's constitutionality. This is the key issue - how the fund leads to divided loyalties.Peternoreply@blogger.com
